Intro
Engineering Performance Management
Engineering performance management is a working system, not an annual document. It makes expectations, evidence, feedback, growth, and decisions visible over time.
The system has two jobs. It helps each engineer understand what good work looks like and where to grow. It also gives the organization a consistent basis for decisions about role fit, development, recognition, and performance concerns.
Use this mental model:
role expectations → planned work → observed evidence → feedback → adjustment and growth → review decision

The loop matters. A review can summarize a year, but it cannot repair expectations that were unclear for eleven months.
Start with role, team, and outcome
Do not manage engineers by proxy metrics. Commit count, lines changed, tickets closed, meeting attendance, and visible online time are traces of work. They do not describe the quality, scope, judgment, collaboration, or impact of a contribution.
Start with a role definition. It should describe the responsibilities, expected behaviors, technical scope, decision authority, and level of independence for the role. Then connect that definition to the team's current outcomes: a product result, reliable service, safer delivery path, usable platform, or a capability the organization needs.
Google's team-effectiveness guidance treats structure and clarity as a team dynamic. The team needs understandable expectations, a path for fulfilling them, and clear consequences of performance. The same guidance warns against treating a single apparent measure as the whole story. In engineering, this means using several forms of evidence and interpreting them in context.
