Engineering Manager timeline

How the field of a Engineering Manager got here: the sourced milestones from every published course of this career, on one axis.

1917 to 2026

114 milestones across 12 courses

  • Core
  • Supporting
  • Specialization

The axis stretches toward recent years, where most milestones fall. Bars count milestones per year; dots are single milestones.

Before 1990

18 milestones

  1. 1917

Army Alpha and Army Beta tests deployed

The United States Army introduced group-administered mental tests to screen roughly 1.75 million First World War recruits. Large-scale standardized selection dates from this program, and so does the criticism that followed it.

  2. 1950

    Performance Rating Act

The Act required Federal agencies to establish appraisal systems and used three summary levels. It made formal appraisal a defined personnel process rather than an informal supervisor practice.

  3. 1958

    Government Employees' Training Act

The Act provided training to improve performance and prepare employees for advancement. It made development an explicit companion to appraisal in the Federal system.

  4. 1962

    Salary Reform Act

The Act required an acceptable-level-of-competence determination for within-grade increases and allowed additional increases for high-quality performance. It linked appraisal outcomes to pay decisions.

  5. 1964 Jul 2

Civil Rights Act establishes Title VII

Title VII prohibited employment discrimination based on race, color, religion, sex, and national origin and created the EEOC. Recruitment and hiring became explicit parts of federal equal employment enforcement.

  6. 1964 Jul 2

    Title VII bans employment discrimination

The Civil Rights Act of 1964 prohibited employment decisions based on race, color, religion, sex, or national origin. Every later selection procedure in United States practice operates under this constraint, including the requirement that assessments be job-related.

  7. 1967

Age Discrimination in Employment Act passes

The ADEA prohibited covered employment discrimination against older workers. Hiring criteria and selection procedures therefore had to account for age discrimination as well as Title VII protections.

  8. 1971 Mar 8

Griggs v. Duke Power establishes disparate impact

The Supreme Court held that facially neutral practices such as tests and diploma requirements are unlawful under Title VII when they freeze the status of a protected group, unless the employer shows the practice is job-related. Job-relatedness became the burden of the employer, not a courtesy.

  9. 1972

    Equal employment enforcement expands

Congress gave the EEOC authority to sue private employers and extended Title VII across the federal government and qualifying state and local agencies. Enforcement became a stronger operational constraint on recruiting and selection.

  10. 1973

Rehabilitation Act protects qualified federal applicants

Section 501 prohibited federal-government discrimination against qualified people with disabilities. Disability access and job qualification became linked concerns in covered hiring.

  11. 1976

Fagan publishes formal inspection process at IBM

Michael Fagan's paper describes a structured inspection method with defined roles, exit criteria, and measurement — finding 50–65% of operational defects before testing, later reaching 75–85% in exceptional cases.

  12. 1978

    Civil Service Reform Act

Agencies had to develop appraisal systems based on job-related performance standards and encourage employee participation in setting those standards. Appraisal results became inputs to training, rewards, promotion, retention, and removal decisions.

  13. 1978

Pregnancy Discrimination Act amends Title VII

Congress clarified that discrimination based on pregnancy, childbirth, or related medical conditions is sex discrimination. Hiring practices could not treat pregnancy as a disqualifying proxy.

  14. 1978 Aug 25

Uniform Guidelines govern employee selection procedures

Federal agencies adopted common guidance for evaluating adverse impact and validating employee selection procedures. Employers gained a formal framework for connecting tests and screens to jobs.

  15. 1978 Aug 25

Uniform Guidelines on Employee Selection Procedures adopted

The EEOC, Civil Service Commission, Department of Labor, and Department of Justice jointly adopted the Uniform Guidelines, codifying validation strategy, adverse-impact analysis, and the four-fifths rule of thumb. They remain the operative federal framework for evaluating selection procedures.

  16. 1984

    Performance Management and Recognition System

The system introduced five summary rating levels and required joint participation in setting standards for covered supervisors and managers. The rules explicitly prohibited forced rating distributions.

  17. 1986

Fagan publishes advances in software inspections

A follow-up paper in IEEE Software refines the process and reports that IBM inspections found 90% of all defects detected over a product's life cycle with a 9% reduction in average project cost.

  18. 1986 Jan

The New New Product Development Game published

Takeuchi and Nonaka described a holistic, overlapping product development approach using a rugby metaphor. The article became one of the influences cited in Scrum's later history.

1990s

10 milestones

  1. 1990 Jul 26

The ADA extended employment protections for qualified people with disabilities in covered private, state, and local employment. Application access, inquiries, tests, and accommodation became core hiring-process concerns.

  2. 1991

    Civil Rights Act strengthens remedies

The Civil Rights Act of 1991 added jury-trial rights and damages in specified intentional discrimination cases. Documented, job-related hiring decisions carried greater practical importance.

  3. 1993

    Scrum developed at Easel Corporation

Jeff Sutherland and colleagues developed Scrum at Easel Corporation. This established an empirical team framework before the Agile Manifesto supplied a broader name for related approaches.

  4. 1995

For two decades it anchored advice about which assessments carry predictive weight.

  10. 1998 Jul
